<measDesc>The city limits are dependent upon two data sources: the USGS DOQQs and the Pennington County tax parcel feature class. Random tests of the DOQQs that cover the same area as the Rapid City orthophotos indicate a difference of 15 - 20 feet. (Tests of the Rapid City orthos indicate most positions are within 1 foot of first order or better survey monuments.) Random visual inspections of parcel line locations show that most of them are within 5 feet of the apparent ground position. Some areas where the conversion vendor used the wrong procedure or orthos are off by 20 - 30 feet. No problems of this sort have been noted in the Box Elder area. The net error estimate for the Box Elder boundary is about 20 feet from a true position for the DOQQ base, and an additional 5 feet for the parcel base. Relative accuracy of the boundary line with respect to the parcels is excellent. No known discrepancies exist between these two data sets.</measDesc>

<stepDesc>The city limits are based mainly on tax parcels, along with a few lines extending to road centerlines or measured parts of tax parcels. The original limits were drawn by tracing the appropriate lines. Updated limits are created from the tax parcels and/or the road centerline data sets, as applicable. Annexation documents are filed by the City of Box Elder at the Pennington County Register of Deeds. The Register of Deeds forwards copies of these documents to the county Director of Equalization, where the appropriate parcels are determined from the legal descriptions. The city limits are updated by the Rapid City GIS Division when copies of the annexation documents with the list of affected parcels are received from the Director of Equalization. To update the city limits feature class, the appropriate tax parcels are copied into the city limits feature class. Where needed, parcel edges are modified, as in the case where the annexation includes half of a right of way to the centerline. After all modifications are completed, the parcels are merged into appropriate the city limit polygon.</stepDesc>

Rectified (not ortho corrected) digital photos were used to help align property lines. <stepDesc>In 2000, the City of Rapid City and Pennington County undertook a project to convert the parcel lines to Arc/Info coverage format and to adjust them visually to the USGS DOQQs and the Rapid City area orthophotography. The 1:24,000 DLG section lines and locally created 1:24,000 DRG-based section lines (for the eastern half of the county) served as control for the project. The three different scales of data were merged into township sized coverages. This conversion yielded reasonably good data in the eastern half of the county, but problems were noted in the western half. The conversion vendor incorrectly moved section lines in some tax parcels to match the DLG section lines, rather than moving the parcels to the correct section. Additionally, the vendor did not use the more accurate Rapid City orthophotos. To date, the displacements caused by these problems have not been corrected. Road centerlines, which are used for a small number of city limit lines, are matched to the Rapid City area orthophotos and the DOQQs outside of the Rapid City area.</stepDesc>
