Where two such cities are within three miles of each other, a line must be drawn equidistant between them. This map layer shows the equidistant line between Rapid City and Box Elder. Additionally, it shows the effect of the three mile buffer around the town of Summerset, even though that town has not yet adopted a three mile platting ordinance. SDCL 9-4-14 provides for a 1-1/4 mile jurisdiction around municipal airports, less any land already within another municipal boundary when the law was adopted. This map layer shows the 1-1/4 mile boundary around the Rapid City airport property, less those areas already annexed by Box Elder. This 1-1/4 area supercedes both the 3 mile buffer and the equidistant line. This map layer shows the combination of 3 mile butters, equidistant lines, and 1-1/4 airport buffer.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<measDesc>The city limits are dependent upon two data sources: the current Rapid City area orthophotos and the Pennington County tax parcel feature class. Tests of the Rapid City orthos indicate most positions are within 1 foot of first order or better survey monuments. Random visual inspections of parcel line locations show that most of them are within 5 feet of the apparent ground position. The average error estimate for the Rapid City boundary is about 10 feet from a true position on the ortho base. The city limits of Summerset, which are outside of Pennington County and thus not maintained by the Rapid City - Pennington County GIS, have an unknown accuracy.</measDesc>

<stepDesc>The city limits are based mainly on tax parcels, along with a few lines extending to road centerlines or measured parts of tax parcels. The original limits were drawn by tracing the appropriate lines. Updated limits are created from the tax parcels and/or the road centerline data sets, as applicable. Annexation documents are forwarded to the GIS Division and Finance Department by the Growth Management Department. The Finance Department publishes the document in the local newspaper. It is effective 20 days after publishing. The city limits are updated by the Rapid City GIS Division when notified by the Finance Department that the annexation is effective. To update the city limits, the appropriate tax parcels are copied into the city limits feature class. Where needed, parcel edges are modified, as in the case where the annexation includes half of a right of way to the centerline. After all modifications are completed, the parcels are merged into appropriate the city limit polygon.</stepDesc>

<stepDesc>The 3 mile limit feature class is created using a combination of processes. First, the equidistant line is created using a script that makes a series of buffers around the city limits of Rapid City, Box Elder, and Summerset. Between the city limits and 100 feet from the limit lines, buffers are created in 5 foot increments. Between 100 feet and 3000 feet, buffers are created in 10 foot increments. From 3000 feet out to 3 miles, buffers are created in 100 foot increments. The buffers for each city are intersected for each increment, then the points of intersection between the buffers are extracted to a separate feature class. The script creates buffers, intersects them, extracts the intersection points, then increments the buffer distance and repeats the process. The resulting series of points are used to update the equidistant lines by snapping the line vertices to the points. Next, new 3 mile limit buffers are created for use in modifying the existing 3 mile limit polygons. The 1-1/4 mile airport buffer was created by buffering the airport property and erasing the parcels that were within the Box Elder city limits when the law was adopted. This feature is essentially unchanging.</stepDesc>
