<stepDesc>The city limits are based mainly on tax parcels, along with a few lines extending to road centerlines or measured parts of tax parcels. The original limits were drawn by tracing the appropriate lines. Updated limits are created from the tax parcels and/or the road centerline data sets, as applicable. Annexation documents are forwarded to the GIS Division by the Pennington County Department of Equalization. To update the city limits, the appropriate tax parcels are copied into the city limits feature class. Where needed, parcel edges are modified, as in the case where the annexation includes half of a right of way to the centerline. After all modifications are completed, the parcels are merged into appropriate the city limit polygon.</stepDesc>
