<srcDesc>Survey plats filed with the Pennington County Register of Deeds are used to determine the legal names of the roads. One exception was made for using the legal names. For numbered roads, such as First Street and Third Street, a number was used, for example 1 for First and 3 for Third. The ordinal form, such as 1st and 3rd, was not used. This was due to a geocoding requirement in the E911 dispatch software in use in the late 1990s. Survey plats are also used to create centerlines for roads in new construction areas where these roads do not exist on orthos. Such roads are usually adjusted to orthos, once new orthos become available.</srcDesc>

<stepDesc>The original Pennington County roads dataset was developed as an Arc/INFO coverage by merging the GeoResearch GPS data and the Rapid City GPS data. The roads in the GeoResearch data in the Rapid City area were deleted and replaced with the data from the Rapid City GPS project. Given the relatively poor accuracy of the original GPS data, the decision was made to use the orhtophotos as the standard for placement. The roads were thus moved or redigitized to match the relevant orthos. The GPS data collections were done to SD DOT standards, thus already had most of the required attributes. The address attributes were moved from the ESCC 911 data to the roads coverage since these were not part of the SD DOT collection project.</stepDesc>

<stepDesc>In 2007, a number of Forest Service roads were added to the roads feature class, mainly for use by the E911 dispatchers. Roads were digitized from aerial photos using the DOQQs if the road was visible on them, or the FSA orthos if not visible on the DOQQs but on the FSA orthos. Four criteria were used in deciding what roads to digitize - (1) the road was clearly visible on the orthos (digitizing was ended where the road was no longer clearly visible, (2) there was an obvious connection to other roads, (3) the roads had a primary FS road number of 3 digits, or (4) the road was a named road in the Pennington roads feature class. A small number of Forest Service roads that did not meet one of these criteria were digitized. These included non-primary roads, such as FS 190.1B, that were known to be well travelled. In the few cases where the Pennington road name and Forest Service road name were not the same, the Pennington road name was used. The Forest Service road numbers of the roads digitized in this project were added to the OtherHwyNum field.</stepDesc>
