This data set was developed to provide a current map of the tax parcels for general use within the Pennington County - Rapid City GIS. This data set contains the tax parcels from which individual lots have been removed, i.e., in the case where two or more lots have the same parcel number, the lots have been dissolved on the parcel number to remove unnecessary lot lines and have only one polygon per parcel number.
These digital maps are maintained by the Pennington County Director of Equalization cartograhic technician.

All polygons were topologically clean prior to conversion to the parcel fabric structure in January 2013. Topological problems within the parcel fabric structure are more difficult to determine, since the standard topoolgy tools are not available for use with the parcel fabric.

The data used in the tax parcel feature class was originally created in 1989. Lines were digitized and COGOd from property plats into Microstation .dgn files at three different scales: 1:7200, 1:2400, and 1:1200. The USGS quadrangle section corners were used as control.
The original digital parcel maps were controlled by section corners digitized from the USGS quadrangles.

From 1989 through 2000, new parcels were created by digitizing or COGOing property plats into the existing Microstation .dgn files. Rectified (not ortho corrected) digital photos were used to help align property lines. As new photos were obtained, about every three years, a number of lines had to be moved, especially in areas of high relief.
In 2000, the City of Rapid City and Pennington County undertook a project to convert the parcel lines to Arc/Info coverage format and to adjust them visually to the USGS DOQQs and the Rapid City area orthophotography. The 1:24,000 DLG section lines and locally created 1:24,000 DRG-based section lines (for the eastern half of the county) served as control for the project. The three different scales of data were merged into township sized coverages. This conversion yielded reasonably good data in the eastern half of the county, but problems were noted in the western half. The conversion vendor incorrectly moved section lines in some tax parcels to match the DLG section lines, rather than moving the parcels to the correct section. Additionally, the vendor did not use the more accurate Rapid City orthophotos.
In 2003, the Arc/INFO township coverages were merged into one county parcel SDE feature class. Maintenance has continued using ArcMap software.
In January 2013, the tax parcel feature class (and related feature classes such as the lines and lots) were converted to the ESRI parcel fabric data structure. The lots feature class is extracted from the parcels sub layer of the parcel fabric.
To produce the tax parcels, the lots feature class is dissolved on the parcel number. This results in having only one polygon for each parcel number, which is useful in certain cartographic and data applications.
